The Servicing Fee's populate from the Financing > Financing tab > 504 Debenture record.  If any of the fees shows are incorrect you can override the fees by clicking on the Override CDC Fee% and/or Override SBA Servicing Fee%.  

The fees displayed on this page are set in Administration within the Organization's Fee tab.  It's usually updated once per year on October 1st assuming SBA updated fees for that fiscal year.  Your site administrator also has the option to allow users to override the fees on a per loan basis by having the checkbox labeled Allow Servicing Fees to be Modified checked.
