New Ability to Round Borrower Interest Rate to the Nearest Percent

With this release, the borrower interest rate can be set to round to the nearest percent. In some arrangements, the agreed upon rate may be the nearest quarter or eighth of a percent (i.e. variable rate loans using an index plus a spread). Now, that can be configured on payment accounts.
